Highway Safety Improvements Phase 2 and Puget Sound Navy Gate Sidewalk

The City anticipates four to six more weeks of construction to allow the completion of the underground electrical, signal upgrades, and concrete work for this project.
Several complicated intersections (both in terms of traffic impacts and actual construction) are still under construction. Read below for details regarding each intersection.
SW and SE corner of 6th Street & Callow Avenue – The crew started demolition of the SE and SW curb ramps last week and expect to prep and pour concrete this week and next.
What to expect
A full closure of the outside eastbound lane of 6th Street to vehicular traffic for the next two weeks.
Access to the businesses at the corners of 6th and Callow will be maintained during construction, however driveways closest to the work zones may be temporarily closed.
Additionally, the plan for this intersection calls for new asphalt to be placed on the west side of the intersection. The work is tentatively scheduled for early summer.
Burwell Street & Callow Avenue – The contractor has replaced the curbs on the southwest, northwest and northeast sides of the intersection. The curb ramps have been removed and will be replaced in the next two weeks (weather permitting). While the curb ramps are being replaced the pedestrian detours will create lane closures. The contractor is phasing work at this intersection to reduce impacts on traffic, however expect at least some impact at this intersection through early May. Access to the businesses at the corners of Burwell and Callow will be maintained during construction.

Access to businesses and other properties on 6th and Burwell to remain open. Please continue to visit businesses during construction.
Westbound Lane Closure on Burwell at Callow and Montgomery.
Traffic will be impacted by lane closures to accommodate the work at each intersection. The lane closures will be localized to the intersection under construction, however they will be in place 24 hours a day. Pedestrian traffic will be routed around the sidewalk closures or detoured to other crossing points. Pedestrians should use extra care when navigating these intersections and be sure to follow the detour signage.
The second phase of the project will begin as soon as the above ground electrical components, such as signal poles and push button poles are received. These items are in high demand and lead times for their manufacture are significant, and was impacted by the business closure of the first manufacturer. The poles installation work is tentatively scheduled to begin in early to mid-July. Once the poles are in place and wired this will complete the work on this project.
In December 2014 the City was awarded a Highway Safety Improvement Grant to construct safety improvements at 6 intersections throughout the city. Subsequent to receipt of the grant award, the project scope was revised due to redundant scope with the WSDOT ADA ramp construction on Wheaton Way. The project will construct improvements which include new ADA ramps and pedestrian signals, pavement markings and lighting at the following intersections:
11th & Montgomery
6th & Kitsap Way
Burwell & Callow
Burwell & Montgomery
Chester & Burwell
High & Burwell
In addition, the City will complete pedestrian improvements in the vicinity of the State Street Shipyard Pedestrian gate using funds remaining from the Burwell Tunnel Construction project.
