Highway Safety Improvements Phase 2 and Puget Sound Navy Gate Sidewalk

Project Status (Updated January 18, 2018)

Massana Construction, the City’s contractor, began work on this project on Tuesday, September 5th 2017. The project will be phased, with the new curb ramps installed during the first phase and the above ground electrical components installed at a later date. The typical progress of work for each site during phase 1 will be: demo and prepare the subgrade for the new curb ramps, complete underground electrical work, pour curb and gutter, and then pour the new curb ramps.  

Each intersection will take about 18 days to complete, once Massana finishes an intersection they will move to the next. The planned order for the work is as follows:

11th Street & N. Montgomery Avenue – Work to replace the curb ramps on the north side of 11th Street at Montgomery is complete.

State Street – Gregory Way to Mahan Avenue – The contractor has completed the sidewalks on State Street, and just a few restoration and signage items are left to accomplish. In addition, the pedestrian lights will be installed by early spring.    

Chester Avenue and Burwell Street – Work is ongoing at the intersection, currently the electrical subcontractor is completing underground electrical upgrades to accommodate the new HAWK signal. Once the underground work is completed the contractor will place the new concrete curb ramps. The curb ramps are scheduled to be replaced by the end of January. The HAWK signal and lighting will be installed in early spring.
Gregory Way – Chester Avenue to State Street - The contractor has completed the sidewalks on Gregory Way.

6th Street & Callow Avenue – The contractor is scheduled to being electrical and demo work at this intersection the week of 1/22/18.  

Burwell Street & Callow Avenue Burwell Street & N. Montgomery Avenue – The contractor is demolishing the old curb ramps on the south side of Burwell Street at these locations. The right east bound lane of Burwell will be closed from Callow to Montgomery to accommodate the work. Underground electrical work will follow the demo. 
Burwell Street & High Avenue – Work is ongoing at Burwell and High. The contractor has removed the old curb ramps at the intersection and once the underground electrical work has been completed the new curb ramps will be placed. The north legs of the intersection should be replaced by the end of January, and the south legs will be replaced by mid-February.  

Traffic will be impacted by lane closures to accommodate the work at each intersection. The lane closures will be localized to the intersection under construction, however they will be in place 24 hours a day. Pedestrian traffic will be routed around the sidewalk closures or detoured to other crossing points. Pedestrians should use extra care when navigating these intersections and be sure to follow the detour signage. Occasionally, flaggers may be utilized to direct traffic on side streets, such as Montgomery Avenue. 
The second phase of the project will begin as soon as the above ground electrical components, such as signal poles and push buttons are received. These items are in high demand and lead times for their manufacture are significant, however we are confident that the project can be completed by the end of spring 2018. More details on the scope and schedule of the second phase work will be posted as the work becomes imminent.

Project Overview

In December 2014 the City was awarded a Highway Safety Improvement Grant to construct safety improvements at 6 intersections throughout the city. Subsequent to receipt of the grant award, the project scope was revised due to redundant scope with the WSDOT ADA ramp construction on Wheaton Way. The project will construct improvements which include new ADA ramps and pedestrian signals, pavement markings and lighting at the following intersections:  

11th & Montgomery
6th & Kitsap Way
Burwell & Callow
Burwell & Montgomery
Chester & Burwell 
High & Burwell

In addition, the City will complete pedestrian improvements in the vicinity of the State Street Shipyard Pedestrian gate using funds remaining from the Burwell Tunnel Construction project.
